You could create a DDS-based Logical File ("view") over a (so-called) "flat file" PF ...

Define each "field" as a "substring" of the one-and-only "field" in the physical file record, e.g.:

     A CUSNBR          S  I      SST(CUSDTA 1 10)
A                                      COLHDG('Customer' ' 'Number')
     A TEXT('Customer Number')
     A            CUSNAM          A I      SST(CUSDTA 11 15)
A                                      COLHDG('Customer' ' 'Name')
     A                                      TEXT('Customer Name')
        ...
