No it's a separate section. The specify DDI, T/R, Wireless, Frame Relay (Got my first COMMON speaking medal talking about Frame Relay!) etc and then state that Software is being removed.

Then they specify "Removal of Network Interfaces configurations:"

And make the same statement about those. But I have no idea what those are.

I think I will "ask an expert." :-)

Basically IBM removed some hardware support long ago, such as Token Ring.
I suggested it's about time they remove commands such as
Create Line Desc (Token-Ring) (CRTLINTRN)
and also remove options from existing commands which reference such
obsolete stuff.
