As far as I have been able to establish - it appears to be cause by a bug on IBM's site that causes them to screw up cookies etc. After going through various browsers, each of which over time had the same issue, I eventually could only cure it by cleaning out all IBM related browsing data, killing the browsers and restarting them. Even then it kept coming back for several days until IBM eventually fixed what the heck was causing it.
Looks like they have broken it agin!
