What it really is, is the following. IBM is REALLY bad with cookies and cache. So if you clear that stuff from your browser it will start working.
I currently have four browsers open: Edge, IE, FF, Chrome.
I'm trying to use Edge as primary (and that's a debate I don't want to get into).
But sometimes it flakes out on IBM. If I do not have too many tabs open I may clear those cookies and stuff then. If I do have too many tabs and stuff open I'll just start using one of the other browsers until I can get around to it. But it's not just Edge. Sometimes one of the other browsers has the same issue, with the same resolution.

with IBM sites..

The system received a request that cannot be understood. This is most
likely due to there being too many cookies being transmitted.

Then I tried the same page with IE, worked fine.

Could be an issue where some IBM pages are not 100% compatible with FF.
