Why is there a /FREE above your D-specs?

Subject: Issues compiling FREE pgm

Sorry if you get this twice sent the first time to the wrong address.

So I'm trying to compile this pgm with a call to LWNORD09R1

/FREE
// Parameter list for SAB16R.
D SAB16R PR EXTPGM('SAB16R')
D RUNDTE 8 0
D SAB16R PI
D RUNDTE 8 0
// Call to LWNORD09R1 to get list and net for order.
D GETNET PR EXTPGM('LWNORD09R1')
D XORD# 8 0
D XSUFX 2 0
D XTLST 13 2
D XTNET 13 2

But its not compiling for reasons of ....

The name or indicator XORD# is not defined.
The name or indicator XSUFX is not defined.
The name or indicator XTLST is not defined.
The name or indicator XTNET is not defined.

They look defined to me.

Also...

The prototype for the call is not defined.

What am I missing.
Trying to find a previous pgm that I coded with a call but haven't found it
yet.
