Rumors are that servers which are not running at 90%-100% CPU utilisation
won't feel any performance impact, after the firmware/PTF's are applied.

So far no performance impact noticed across POWER7+ with the latest firmware
and PTF's applied for Spectre/Meltdown. The servers are nowhere near 100%
utilisation though.

which mentions the CVE for the meltdown and spectre issues.

I recall reading that IBM will be releasing FW patches for older hardware
"later"
