I've not looked, but what about pre-reqs and/or co-reqs?

Often times those force and IPL.

Furthermore, many PTFs affect services that have to be shut down first
rendering the box to almost restricted state anyway. At first glance this
PTF more than likely fits into that category. Much the same as TCP/IP PTFs.
They can be applied immediate, but TCP has to come down first, so in effect
you've IPLd anyway since no one can communicate.
