You could change the parameter for soap action to be '""' if you wanted those quotes. But, that does not explain why the XML document is being cut off. These two things are not related.

I copy/pasted your code onto my machine, and I did not have the same problem. On my system, it sends the entire document without a problem. I did get an error because you have a blank before the "<?xml" in your SOAP message. I removed that blank, and the error went away.

Now I'm getting an error because "myuser" and "mypsw" are not a valid userid or password. And since I don't use this web service, I do not have a way to test it further.

But, it appears to be working correctly for me.

I did notice that you are running an extremely (6 years) old version of HTTPAPI. I don't remember there being any errors like this in any prior versions of HTTPAPI, though, you might try updating it. I don't know what else to suggest.
