The problem is that you've done: 'system dsplibl'
instead of: system dsplibl

The quotes are making it think that you have a long command name with a space in it. You can tell that by the error message "system dsplibl: not found" -- its looking for a program named "system dsplibl" instead of a program named "system".

from ssh terminal you would just run:

system dsplibl

you need tick marks when "other" caharcterare part of the system command

system 'wrkactjob sbs(qctl)'
-or-
system "wrkactjob sbs(qctl)"
