I found the answer. Was doing select * from QSYS2.SYSLIMITS.
I already had *ALLOBJ, but that was not enough.
Through trial and error found that you also need *JOBCTL to run the above SQL Select statement.

I'm trying to find the minimum set of permissions to query this system

I can't seem to find that information anywhere. My Admin account, which I
thought had all permissions is not able to query this file.
Only qsecofr so far has the ability to query this file.
