Yes, that's what you need. The base package is pure Java, so the OS specific optional components are separate installs. The download process is convoluted, but there are instructions on the page you linked.

Package" in order to get "Connectivity to DB2® for i using ODBC, .Net, and
OLE DB"?
Because I don't think you get that with just the base package available at
