you could right your own “dspjoblog” command that adopts authority.
this would allow you to allow for some *allobj joblogs and not for others.

I did find this IBM tech doc that suggests

CHGFCNUSG FCNID(QIBM_ACCESS_ALLOBJ_JOBLOG) USER(USRNAME) USAGE(*ALLOWED)

This worked, but is this the only solution/alternative?
