I am "guessing" that the internal job id is unique. The sole purpose of
it was to enable quick interaction in between APIs. For example, the list
jobs api and the change job api. It is not available outside of the APIs.
For example, RTVJOBA does not return this.

Internal job identifier. A value sent to other APIs to speed the process
of locating the job on the system. Only APIs described in this topic use
this identifier. The identifier is not valid following an initial program
load (IPL). If you attempt to use it after an IPL, an exception occurs.
