Actually I do not think the services provided by IBM go to the individual
PTF level. They only go to the group level.
I have a RFE out there to provide the individual PTF listings in a fashion
consumable by a web service. This first feature is required before IBM
can fulfill my other request to do an individual PTF compare comparable to
their group service: SYSTOOLS.GROUP_PTF_CURRENCY

Sure they have PTF_INFO but it has no checking of what is available at IBM
like GROUP_PTF_CURRENCY does.
And, the problem with GROUP_PTF_CURRENCY is that it is an inner join. For
example, if you do not have any *BRSGRP on it will not tell you that there
is one available at IBM.

The results of the query show which PTF Groups.
installed on the match the latest level made available by IBM and those
which have a more recent version available.
