Thanks you all  for your inputs.
a brief summary:
a. recreation of the QNTC dir using \ or / had no bearing on the problem
    (both failed and both worked when solved - see item c)
b. testing upper case / lower case password for the Windows user did not
solve
    the problem also. (QPWDLVL=1)
c. What did work is adding the (co)user AXXXB as a* local user* with admin
permissions
    on the Window server in question (local user without admin permission
didn't work).
     originally the (co)user  was/is a (no admin) domain user ,
     not a specific server local one.
d.  apparently some implicit Windows domain permission changes occurred
without
     anyone being the wiser (Windows Update perhaps?).
Sounds/looks familiar to anyone ?
