Sounds like you didn't do Work with licensed programs for target release first, or perhaps it was wiped out by the PTF? In any case, It can't allocate what it doesn't know about, so you have to tell it what you intend to install first. I always do the options on that screen in order from top to bottom, skipping the ones I don't care about, like Work with user profiles.
