One could either modify the first (statement) program to print the
separator page from DRAWER(3) or call a completely new program to print it.

An alternative is to slightly alter the printing programs to print
papers for exactly one customer.  They get called by a driver that feeds
customer numbers one by one:
CALL DRIVER
   FETCH NEXT CUSTOMER
CALL SEPARATOR (customerID)
write DRAWER3

   CALL STATEMENT (customerID)
     write DRAWER1
     ...
   CALL INVOICE (customerID)
     write DRAWER2
     ...
