What is he trying to do?
that to work, the admin web server needs to be running:
STRTCPSVR SERVER(*HTTP)
HTTPSVR(*ADMIN)
His instruction to STRTCPSVR *HTTP might not work if your system is not
configured to start the admin web server, which is why I'm suggesting being
explicit about starting it.
I haven't seen that particular error before; it might indicate that HTTP
PTFs need to be put on. Check the job logs to see if there are errors
starting *ADMIN.
