Ranks up there with your manager asking you to cut down an oak tree and
convert it into stacks of plywood using only your penknife and a tube of
Elmers.

So, he wants to take the work out of the database and would rather process
the data decimal errors with RPG?

In that case, initially cleanse the data so it is correct and put a
trigger on it to ensure that no one can put bad data on it in the future.
Instead of flagging an error with the trigger massage the data as you
would as if you were allowed to create the view or index.
