I think the real question should be.. does all this data need to be in one
big PDF.

I mentioned it before as I've done much work with other counties/parishes
in LA (the state, not the city). They don't cram all the data into one
PDF for each docket.

Yes, there is data linked to each image.


So it sounds like programs could be written that generate PDFs that contain
indexes and annotations that point to images in the PDF. I'm adding this
type of output to my bucket list to play with.

I have a utility that transforms HTML to PDFs that might be able to do this
by using anchor tags that point to .tiff images. But I haven't tested that
hypothesis.
