It doesn't appear to be DNS-related. Or, at least, HTTPAPI is getting a response to the name lookup without any problems (otherwise it would not try to connect.)

I suppose it's possible that DNS is giving you the wrong IP address instead of an error, but that would be extremely unusual. That's not the way DNS usually fails.

I think things seem to be working OK except for this connection thing.
There were no errors in the LICPGM log for the upgrade and all the TCP displays have an expected match with those on the PROD machine, including the routing displays.
So it seems like there's a DNS or proxy or firewall problem for facilities Mgt to sort out.
I know now that it has nothing to do HTTPAPI since a simple non-ssl socket that always works hangs as well (although I thought that would work coz it connects to a listener on the same box)

This error means that HTTPAPI sent a connect request without any errors, but didn't get a reply.

It almost always (90% of the time) means that a firewall is blocking access. Occasionally (8-9% of the time) it means there's a mistake in routing.
