Your SQL scenario is rather contrived in this case. Splitting a master file
in to multiple files would have just about the same impact on SQL
interfaces as it would on RLA interfaces.
Embedding SQL in HLL programs is still a form of tight binding. And if you
use fetch into a data structure, that's about the same as reading a row
into a record buffer.
The motivation for splitting the files probably has more to do with
improving a process flow, which will entail major program changes.
Sometimes you just have to bite the bullet and make the changes, rather
than expecting something in the DBMS to compensate for a database or
application design defect.
