Given that there are multiple well-known APIs to get an environment
variable programatically from within the batch application, I'm going to
assume your use case is that you want to inspect a batch job from the
outside and view its environment variables. In that case, you're
(potentially) in luck:

If you are on 7.3, you can use option 22 from WRKJOB to view a given job's
environment variables. May require special authorities, I don't remember.

If you're not on 7.3 yet, there's no way to get another job's environment
variables AFAIK.
