I think you are right about that. That was my first thought as well.
Personally, I think getting rid of all caps worked very well for
longer names that were pronounceable as words, such as Fortran and
Basic. Db2 much less so.
Other, less plausible interpretations:
They want to look like the chemical symbol for Dubnium.
They want to look like D-flat (enharmonic to C-sharp in equal temperament).
