And, once again, if you read the what's new in 7.2 related to this area
you will find they added some underlying support to even allow them to
support the new ciphers. It was pervasive enough it couldn't just be done
with a PTF.
Let's say the industry standards dictated that you use temporal tables.
Should IBM then have to PTF that back to 7.2 and 7.1? That is also too
pervasive a change to do with PTFs.

Will upgrading from 7.1 require many users to upgrade hardware? Yes. We
also had this when we upgraded from Windows NT, XP and others. Some of
which are as old as 7.1.
Will upgrading from 7.1 require testing? Yes.
Will it be disruptive to users? Maybe, depending on your shop. Probably
not nearly as disruptive to users as upgrading all of our users PCs to
newer models with current operating systems was.

Let's say your ERP package had a 15 character item number. Now let's say
your biggest customer demanded you support at least 25 characters. Sounds
like a simple change, right? Would any ERP vendor issue a patch to do
that or would that be in a new release?
