Yes, and I do appreciate the clarifications you've made.

My understanding is that you're interested in using SNDPGMMSG, MONMSG, and
RCVMSG (or equivalent system APIs) to raise, monitor, and query messages
which may be deposited in program message queues. You've indicated that
this would work better than outputting messages to spool files and cajoling
colleagues to display the spool files.

It appears that my suggestions to look at possible alternatives are not
particularly well understood nor well received. BTW, I did like your idea
of sending email messages. Sending text messages to smart phones, would be
another idea. We use a web-service interface with Twilio for that.

Since you've indicated that you want colleagues to "see" the messages, you
might consider passing messages to a generic program that outputs them in
an overlay window on a 5250 screen.

I'm just encouraging you to consider alternatives. I don't have a stake in
whatever you might decide to do. Feel free to take my suggestions as a
grain of salt.
