I need to download and install the latest version of Zend for IBM i.
From what I found this would be Zend Server for I 8.5.
Is this correct?
I can obtain this from IBM I evaluation and NLV download site or from the Zend site you listed below.
Which would be better and is there a difference?

PHP is still fully supported, and still free along with the Zend Studio entitlement that has been in place since day 1.
I'm not sure if it still ships with the OS but you can get information and find the download links for the latest version of Zend Server here

As an IBM i user you will get 30 days of full Zend Server Enterprise usage. At that time it will tell you to obtain a license key. If you choose Basic (which is a common choice) you get support for one year free of charge. After that you buy a support package f you feel you need it or just continue to use the product without support.
