Looks like it's in the optional Windows component for iACS. I've used it the DB2 drivers but not AFP.

Client Access is not supported (nor does it work very well) on Windows 10.
If you manage to get it to work at all it usually requires you to emulate
Win7 mode on installation.

Use the Access Client Solutions instead.
