I've got no problem with this. If it makes it easier for you to handle
the errors by interdicting them prior to them being written out to the
database that's ok.
But do not forbid any such constraints based on the assumption that your
coding is flawless and all access to the data will be through your coding
only.

Whether you want to add some code in your programs to have a generic
handler for constraint violations which may be added after the fact is up
to you. For example, you have an RPG program which updates some master
file somewhere. And you actually do a physical delete (although most ERP
packages tend to only do a soft delete with an active record code). If
someone added a new child file and built in a constraint between the
parent and the child a generic handler could handle the message until you
have time to update the master file maintenance to do the interdiction.
