Is there a PTF for 7.1 to bring the correct names? I was just working on a
7.1 LPAR, just to have them I put the OPS tools but even with the latest
groups they are still blank. Also, when the system has a primary languange
different from 2924, is installing via RSTLICPGM and forcing 2924 the only
way to install?

also keep in mind running the following:
QSH CMD('/QOpenSys/QIBM/ProdData/OPS/opsver/opsver.sh')

lists the version of the installed tools plus the latest applied PTF.

latest ptf for opsver.sh is SI63551

For those that would like the names of the various 5733OPS options named
properly, load, compile and run this code.

Clearly if you wish to manually update, that'll work too.
