What do you want to achieve by copying the save file to IFS?
If you want to grab it by FTP, just do

cd /qsys.lib/mylib.lib
bin
get mysavf.savf mysavf.savf

Tried a CPYTOSTMF but it that didn't take, probably something I missed or
entered wrong.
