I ran this command against a known SQLRPGLE object:
CRTSQLPKG PGM(&1) OBJTYPE(*SRVPGM)

The printed output gave the SQL commands. I then created a SQLPKG for that service program and ran:
CRTSQLPKG PGM(&1) OBJTYPE(*SQLPKG)

That gave the same output as the first command.
