One would hope the results from the web search (https://www.google.com/search?q=secondary+language+"qcpfmsg";) might assist to direct to some docs and/or articles -- I saw some hits, but did not read any to verify relevance.

But essentially, the subsystem would be used [or routing program of, or initial program of user] to establish the Language environment for the user so the National Language Version (NLV) for that user is consistent with their preferred language. For example, the configuration established via Change Subsystem Description CHGSBSD SYSLIBLE(QSYS29##) /* where ## is the number of the secondary language matching the user's preference */, or similarly a Change System Library List request to CHGSYSLIBL QSYS29##, and less likely [due to the incompleteness of effect] the option to Override Message File OVRMSGF QCPFMSG QSYS29##/QCPFMSG
