Correct, it was a Windows permissions problem.

At this point (knock on wood), it seems to be working. I assume I'll have to do the MOUNT after IPL, right?

I suspect it's in the authorities on the remote. Check their EXPORT (or in IBM i parlance EXPORTFS since EXPORT was already stolen by binder
language) options.
You can unmount it on IBM i to look at the directory authorities.
