Hi, Justin:

V1R3 of OS/400 added "program validation values" and "Level 40 security" (among other things), and when that paragraph you cited below most likely first appeared in the documentation. In those days, (circa 1991), those were (relatively slow) CISC IMPI AS/400s, so it took some time for the system to compute the needed program validation values, to add them to any program objects being restored from a prior release. Thus, this (now obsolete) warning notice in the documentation.
