I ran the following on our 7.1 system, and it worked fine. It put the raw contents into the IFS file I specified.

CPYSPLF FILE(IN8874187)
TOFILE(*TOSTMF)
JOB(537445/USRDP2/DP2A)
SPLNBR(2)
TOSTMF(IN8874187.pcl)

Be sure the SPLF is *USERASCII - and that the WSCST is set to *NONE. Check other parameters for their defaults, they need to be IBM's defaults - maybe someone changed one of them.

Now to get that into a PF, you would use the CPY command to copy it from the IFS file.
