Hmm, I wonder if I took a secured PDF file and did File, Print, and
selected PDF Creator as my device instead of a physical printer I could
then edit that and claim the same thing?
Or would that be tougher since one would be an image?

The authority is already set to *PUBLIC *EXCLUDE.

Our concern was on the PC level of authority. When a person emails the
PDF,
then somebody changes it and claims it was sent to them that way.
