I think they purposefully made it a little difficult to change the
'system' stuff which isn't part of the SQL standard. Maybe to avoid
breaking record format level checks? Sure, they have to support ADD
COLUMN and other stuff which is part of the standards but do they let you
change the table's system name, or just the long name?
You could submit a RFE but if it's not part of the standard, and it's not
something done on a regular basis, they may determine it's not worth the
effort.

Why do you find yourself changing the record format name? Are you using
some other tool to create tables and it doesn't support record format
names and now you are finding yourself wanting to fix those later?
