API? Not that I'm aware of, but someone please surprise me!

Is this for CL? I trust SQL or RPG with the REPLACE functions are not an
option.

Wouldn't your example need to be returned with the surrounding quotes as
well? I.e.:
'This is ''text'' for a description'
