Calling CPYTOIMPF from an RPG program.

I have a file with one record in it.

If I run this from a command line, it works.

CPYTOIMPF FROMFILE(SELRE25PHD) +
TOSTMF('/IMAGE/SELRE25P.CSV') +
MBROPT(*REPLACE) STMFCODPAG(*PCASCII) +
RCDDLM(*CRLF)

If I call it from an RPG program, it creates the CSV file, but it is empty.
To complicate it more, if I force 4 more records in the file, it writes 3
when I run it from the RPG program.
I do a DSPJOBLOG *PRINT right after the command, and it tells me in the job
log it copied all records successfully.

Anyone ever experience this before? I am on V7R2M0.

I even tried to write a very simple RPG program and it did not work.
CALL 'TFR850C'
PARM parm1 10
PARM parm2 50
PARM parm3 1
EVAL *INLR = *ON
