The system I worked with was v5r4. And was two years back. But, after I
ran GO CLEANUP (I forget the option number), the submitted jobs showed up
as my spool files (WRKSPLF), I did that one time and then the spool files
began showing on the previously scheduled days. That was why I thought the
jobs were running under my user profile. The startup program was not the
IBM supplied version, but vendor supplied. Sorry about adding potential
confusion.

Rob is right. STRCLNUP submits QSYSSCD job in QCTL which submits all
cleaning job.
We use another user profile than QPGMR to run the command but the QSYSSCD
job remains running with QPGMR.

Does anyone know anything about this?

There is an Auto-Start Job in QCTL subsystem which submits all that job.
I am at home now and do not remember the job name. Have a look at this
AJE entry.
