Ok, I got the "just IPL" answer from the first person at IBM who returned
my call. He did admit that he was more save/restore and that should be
internals.
I asked for confirmation as "just IPL" a hosting lpar can be a bit
disruptive.

as I was typing I got a call back...

Apparently the first IPL after creating a new ASP should automatically
create /dev/QASP02.

If you try and cheat and try MD '/dev/QASP02' it won't end pretty.

I should have stayed in DST and finished the job since I had already
sucked up a bulk of the time...
Now I have to bring it all down and back up again.
