Decimal to fraction will always be the decimal digits (precision) divided by 1 followed by the same number of zeros, then you need to "simplify" the fraction.

0.5 is 5/10 0.25 is 25/100 equivalent to 1/4 No decimal will convert to 1/3

Personally I might consider basing this on a table.
If the problem domain is using decimally measured holes to figure out
what clearance drill would be needed, and the tolerance is to the
nearest 64th of an inch, a table may be the best idea. Speedy, too.
