The former. IBM should be supporting and updating a release. Is it
hogwash or are they lazy and don't want to have to go back to perform the
updates?

There is no fix. Even using non-strict SSL.

I know this has been an issue lately, but I had another customer try to
use
our GETURI application and got an error saying that the ciphers needed
were
not installed.

They called IBM and were told that the cipher needed is only supported
on
V7R2 and up.

Hogwash or lazy? I don't know. But I sure am not pleased with these
decisions to partially support on OS version.
