You guys are right.

I was looking at the DSPFD and seeing the Current or Last Journal values (and saw the journal name), Journal Images attribute (saw it was *AFTER), and Journal Entries to be omitted attribute (*OPNCLO)....
and blew right past the File is currently journaled setting, which was No.

Duh.
