This question cannot be answered for "QShell commands in general".
QShell commands are programs that can be written in any language.
Always remember that what you refer to as a "QShell command" is a
PROGRAM -- so you're asking "is any conceivable program that I could've
installed on my system written in Language X". You have to take it on a
case-by-case basis.
rm does not use Java. The rm program was written in C++.
