I think you had to have attended the conference to be able to get handouts - one of the benefits of paying the registration or otherwise getting registered.

It's always been that way, so far as I know. Unless a speaker wants to send a presentation to you personally.

That leaves an open switch though, and that is access to members who DIDN'T go to the conference. Not sure about that one. Needs to be clarified and posted somewhere obvious.
