Implementing resource security
https://www.ibm.com/support/knowledgecenter/en/ssw_ibm_i_73/rzamv/rzamvsetrscsec.htm?view=kc

Under "Managing security" at
https://www.ibm.com/support/knowledgecenter/en/ssw_ibm_i_73/rzamv/rzamvmanagesec.htm?view=kc
you will see topics like:
Checking for objects that do not have public authority of *EXCLUDE

But what you are really looking for is
Changing to level 30 from a lower level
at
https://www.ibm.com/support/knowledgecenter/en/ssw_ibm_i_73/rzarl/rzarlchgto30.htm?view=kc

Basically the only difference between level 20 and level 30 is that at
level 20 all users are given *ALLOBJ. So it's quite easy to test by
creating test users and simply removing *ALLOBJ from them. For example if
SUZIEQ is your order entry clerk copy her user profile to SUZIEQT and
modify SUZIEQT by removing *ALLOBJ from it. Have her run her jobs as
SUZIEQT and see which ones have issues. Other special authorities "may"
be removed when you go to 30. See this table
https://www.ibm.com/support/knowledgecenter/en/ssw_ibm_i_73/rzarl/rzarlseclvl.htm#rzarlseclvl__slu

There is no nice tool like the one available in upgrading from 30 to 40 or
higher as listed at:
https://www.ibm.com/support/knowledgecenter/en/ssw_ibm_i_73/rzarl/rzarlmigr40.htm
