Yep, that's because 65535 means Do Not Translate.

You may not be able to fight the pointy haired boss, but you can try
some things. Create an exact duplicate of the from-file, except set the
column's CCSID to whatever it really truly is. Then CPYF the data from
the 65535 file to the DBCS file. Then try the CPYTOIMPF from there.
