Actually I tend to believe that SI61076 is defective. I am basing
that opinion that on this:
PTF#: SI58545 - IBM TCP/IP Connectivity Utilities for i
Licensed Program: 5770TC1
APAR Fixed: View details for APAR SE62810
Release: 7.3
Cumulative Level: C6085730
Superseded by: View fix details for PTF SI61076

SI61076 is supposed to supersede SI58545

and while I show
PTF
ID Status
SI61076 Temporarily applied

DSPOBJD OBJ(QTCP/QTMSADDUSR) OBJTYPE(*PGM) DETAIL(*SERVICE)
Licensed program . . . . . . . . . . : 5770TC1 V7R3M0
PTF number . . . . . . . . . . . . . : SI58545

Not all programs in a PTF are always replaced. Plausible that a correction provided with the supersede, comes with a change to a different object than the program that was displayed for its service details. IIRC, the 5=Display from a Display PTF allows other display menu options; one to show the objects included.?
